For the past 15 years in the Russian Federation there is an appreciable increase in the construction of small power plants.

In the Russian power industry the number and structure of distributed generation objects at present and in the foreseeable future are significantly different from the performance characteristic for the power systems of developed countries. The share of distributed generation based on renewable energy (solar and wind) in the UES of Russia is relatively small (in the future of 2025 - 2030 to 3% of the installed generating capacity).

The share of distributed generation in some foreign power systems is approaching 20 to 50%, most of the major energy companies have implemented the VPP projects of different scale. World leaders in the development of the renewable energy market are USA, Germany, Denmark, UK, Japan.

 On the initiative of JSC "The First Retail Power Company" and with the support of "SKOLKOVO" IC, the Association of guaranteeing suppliers and the ERC, JSC "Institute of energy systems", LLC "Engineering center – Gas Turbine Technologies", JSC "STC FGC UES", the Wartsila Corporation in 2015 it was started creating of virtual power plant in the first price zone of the wholesale with a capacity of 100 to 200 MW (pilot project).

 In the pilot project it is intended to develop business models of three types (or levels) of VPP, which will vary in the subject composition, structure and principles of functioning: the top level is the wholesale  market of energy capacity, the middle level (regional) are  retail markets of electricity (capacity) at the regional scale and the lower level (local) is local electricity and heat supply in the retail power markets  (capacity).

 The business model of top-level VPP shall meet the requirements of the regulations of the wholesale  market of energy capacity and to provide VPP to take part  in the capacity market (CCS, FCP), the electricity markets (day-ahead market, FBC, BM), the system services market (participating in + primary regulation of frequency and ASRFC, the reactive power control using generating equipment of power plants, which during the period of provision of services do not provide energy, development of emergency control systems).

The business model of  middle level VPP   must comply with the rules of functioning of retail electricity markets, to meet the requirements of technical regulations of SO and RGC , the rules of technological operation of EPS (draft) and provide the control of free, repair and emergency reserves, as well as joint participation in the aggregated composition of  generating facilities and regulated consumers territorial grid organizations in the retail electricity market (capacity).

 The business model of the local level VPP  is implemented by the interaction of a number of industrial and municipal objects (the enterprises, buildings, constructions), regulated consumers, distributed generation facilities, which must meet the requirements (regulation) retail markets of electric power (capacity) and heat energy market.

The expected beneficiaries from the implementation of VPP at all levels will be generating and power supply companies (ESCOs) and suppliers, consumers, including load-controlled consumers, energy service companies, VPP operators .
